Error 'activating' an Access database

Problem

I get an error clicking 'EQL - Activate' from the Tools | Add-ins menu, either: 

Method 'CurrentDb' of object '_Application' failed

or: 

error 48:  error loading .dll

What's going wrong?

Solution

This situation can arise when VBA code in the EQL installer triggers a known install issue with Microsoft Access 2000, 2002 (XP), 2003, and 2007.
